But when a burst of tags piles the queue up, dispensing them all back-to-back would land a pile of commits in a few minutes, then nothing for a long stretch after — exactly the kind of spiky, gap-y history a steady drip avoids. So once there's more than one job waiting, releases space out to at most one every 20 minutes until the backlog clears.
